Seems to make sense since the lower stalk, especially on newer bt varieties is more like a tree trunk than forage.

When I am finishing steers by controlled grazing of standing corn I don't force them to eat the lower stalk.  Leaving a taller stalk like the article suggests also reduces tractor tire damage the next time through the field as the taller stalk stubble tends to push OVER rather than drive INTO a tire.
