That large bolt head is the timing lock. You can take it off and re seal it with a new washer. The two small bolts hold the assembly on the pump. Should be able to replace gasket with no trouble. Be sure to put the plastic lock pin back in the way it came out or it will break off in the pump if the engine turns over.
