The Ag tire handbooks from Titan/Goodyear and the other makers have a chapter on liquid tire weighting. I don't recall if they mention any effect on the load rating of the tires. They don't. Look up more details at:

It makes sense to me to figure the weight of the liquid as part of the tire load the same as if the weight was cast weights. Titan says liquid ballast stiffens the tires to make them ride rougher and be more prone to power skip than cast weights.
