lower peninsula of mi | I had the same issue this spring on a 7700. I think it was just moisture and crud built up it there. The adjustor can be removed by turning out at the base. Then you can gently work it loose by turning back and forth while soaking it in penetrating oil. If you need to remove the knob you do so by driving out the roll pin through it. Be careful removing the knob or you will bend the shaft rendering the whole thing junk.
