Don't heat the bolt.
Using the highest-capacity heating tip you have, and heat the heavy steel bar the bolt goes through. Your goal is to expand the bar away from the relatively cold bolt before trying to drive it out. When hammering on the bolt, screw the nut on flush with the top of the bolt. It gives a larger striking surface, and increases the chance of reusing the bolt.
