MY BAD.
I read 1988 not 98 truck. I will say you are very low on Freon. These vehicles ( and a lot of GM in that era) use a variable displacement pump and will show good pressures with low charge. If you start adding Freon, the pressures will not change but it will get cold.
Those pumps will really screw with a guy unless you can recover the system and weigh the charge you pull out.
