I think you will get most if not all of the nutrients taken up by the cover crop, but the return is a slow process as the cover crop residue decomposes. But one of the purposes of the a cover crop is to capture left over nutrients and prevent them from being lost by leaching or erosion. Tillage will speed up the decomposition process, but that is not always a good thing.
