Subject: Help--electricity where it shouldn't be

NW Kansas
OK here goes-old farmstead- had a couple plug ins mounted on a post that seemed fine so I wired a pump to them- pump runs fine-however found out it will shock you on occasion. Upon rechecking my wiring job- line (black) to neutral (white) is 120v and line to ground (bare) is 120v and neutral to ground is 0 volts-- sounds good I think-- however neutral or ground to moist soil is 120v!! Line to moist soil by pump is 0 volts-- what the heck do I have? Broken wire underground? Am I missing something? The metal pump to soil is 120v even when pump is off.
