Do you have the front of the planter too high?  As far as the seed leveler, they are no good and should be left off.   The other thing is if the air tube going into the hopper is disconnected you will have an imbalance in pressure and seed wont' fill the drum like it should.    Check those two things, it's almost certainly one of them.
