It goes fast until the wheels get the weight on them. It must need more pressure to lift it than the tractor makes. We have 2500 psi on the extend hose. No flow. Its pretty heavy, it's a 36ft 330 case turbo til.

I have a hunch you're right about the tractor simply not having enough hyd. pressure to work properly. The tractor is putting out specified pressure plus. Likely not the tractors fault. Possibly the problem is you have a new piece of equipment that was designed to be run with a newer tractor with 3000 +/- lbs. of pressure. Ran into that problem years ago with a new JD discbine. Deere was building the 6/7000 series at the time which ran around 2700 psi IIRC. We wanted to run our 4320 on it, but it wouldn't lift it till we turned the pressure from 2200 psi up to 2500 psi. Even then it was a bit slow. The discbine was designed to be run with a current model tractor. At 2700 psi the 4320 picked it up easily, but we were a little nervous about leaving the pressure that high. So we left it set at 2500 which was tolerable until we bought a new tractor which solved the problem.

(Edited to add) Larger cylinders might be the only recourse, unless you're not afraid to go over factory pressure.
