I am not sure the Mastodon tusk would be related to the fossil in the rock.
I expect the fossil in the rock lived sometime before the Mastodon and was fossilized in the rock in a sea bed.

We have lots of limestone rocks here and can often find all kinds of shell type fossils in them.
The rocks we find on the surface have been moved and redistributed by glaciers although the bedrock here is limestone too.
