Don't be concerned with how big they get, it's how deep they grow that matters, a spindly radish may actually penetrate 3-5' deep, this is what you really are after. Recently at a cover crop clinic put on by university of NE I learned that rye that may only sprout and be inch tall will before first snow will actually continue to grow down all winter long. In a soil pit they found 36" of root mass on 3" tall fall seeded rye.
