Like you said it sounds like the network or your internet provider. Doubt that it is the basestation. If you like I can do some testing on my desktop and cellular connection to rule out Verizon. For testing purposes the distance does not make much difference. Verizon is usually very good and you should be able to have correction ages of 2 or less most of the time.
