That is the double eliminator.
Deere has a little $10 tool to set those. Worth the trouble, otherwise put in on the middle mark.
I run 12-14 on the ccs fan and 16-19 on the vacs. I find running a faster planting speed (5.3) and higher pops (35K) warrants higher vac to eliminate skips.
