I am not sure why you are asking but if you are thinking drought already I would say being dry early in the year in a lot of those areas is a positive thing for crop yields. If you look at the soil types in the RRV and also the average temps in April and May you will see that too wet is a lot more damaging to crops then too dry when it is early like this.
