Any good metal paint like Rustoleum should work. I would weld or put a rod or bolt through the pipe to keep it in the concrete and keep it from turning.
I have had one of things that would fill up with water, but it was a single pole clothes line and the pole could be removed from the larger pipe mounted in the concrete base. So next time I would make sure the pipe in the concrete could drain. Sometimes it is nice to be able to take down the clothes line temporarily.
