What seems to work on mobile homes is take a 12" piece of flashing, put it against the skirting, and let the rest bend on the ground and stick out, then cover with pea rock a few inches thick. Mice only seem to want to dig at the bottom of the wall, not in from a ways out. Bigger rodents IDK.
