I agree with your comments on "should low risk areas over pay and high risk areas underpay".
Perhaps the deeper question is, does the current crop insurance system encourage the adoption of agricultural systems/practices that reduce risk (within the context of each particular region) ?
What type of crop insurance system would provide protection against catastrophic losses, treat different regions and production sectors (e.g. sectors other than commodity grains) fairly, and reward farmers for farm management systems that reduce risk?
