I had a similar problem with pheasants, although probably less of an issue than turkeys would be. What I did was get some corn from the elevator in 50# bags and I just scattered it out all around the field borders where I was having issues with the birds digging up the corn seed. My thought was they would eat the elevator corn and leave the seed under the ground alone. It seemed to help but I had to keep it out until the corn got 6" tall or so.
