Put a 22 degree angle changer on bottom of the flange so the it would be level or horizontal. Fasten it tight. Copy a swing away auger. You would just be building it upside down and without a hopper. You would shut auger off and swing the pipe out of the way when the truck gets full. That would be the cheapest otherwise I'd put a vertical truck auger in.
