I'm in NE Iowa and I'm sure you plant earlier than we do but I would never apply urea in January. Urea converts to nitrate pretty quickly so the later the better. If you are broadcasting you can even wait until after planting but before emergence. Broadcasting urea goes so quickly it isn't worth risking losing the N just to get a jump on things.
