NW Washington | Well, first start with older eggs as fresh ones peel harder. I start them in cold water and add a splash of vinegar to the water. When they start to boil take them off of the heat and let them sit for 12 minutes. After 12 minutes plunge them into cold water. You can also try adding a teaspoon of baking soda to the water instead of the vinegar. All this rigmarole helps but is not always a sure fix. Peeling them under running water helps too. The trick is to get under the membrane that is between the shell and the egg then the peel comes off fairly easily.
