I always leave the "aftermath" of my oat crop as a cover, particularly if I take the straw off. A lot of mine is headed out right now. It will be dead in a month or so and it makes some of the very best conditions to plant notill beans into. As others have said, it will melt down into a nice layer of "duff" by next April. I don't think you needed to terminate it at all.
