Subject: Should i cut this for balage?

NEOH
I planted some tillage radish, oats, forage peas, and berseem clover back in july. I went 2 lb of radish, 40 lb of oats, and 5 lb each of peas and clover. It was pretty dry when planted, but were calling for showers. Turned out they were wrong. So the oats are not as thick as i'd like, but the radish are very good, and peas and clover are fair. So would you still cut it for balage or will it not make good forage? If i cut it i'd like to go back with a rye and vetch cover for over winter. Otherwise i'd leave it. Thanks!
