Does the layer start where at the bottom of the stirator auger? Also, did you stir it since the winter? If you have, you may have brought some moisture down to that level when stirring and it didn't effect the other corn b/c it got stirred. Normally not a problem b/c it would get the most air, but you are saying you didn't run any air. Just a thought.
