I broadcast rye with my fall fertilizer or have it aerial applied. I dont know much about turbo tills but you should be able to get a good stand of rye running it as shallow as possible. I dont think you will hurt the soil enough to cause problems. I run NH3 in the fall through mine and the rye is doing wonders for my soil.
