We use small landscape pruning shears to chop off and bag the seed heads, and dig the stump with a shovel. There seems to be a sweet spot on the stump where you can sever the trunk from the stump and neither part will grow back.
This REALLY slows down the sprayer, but I feel like it is the only way to keep them under control. We run a strong herbicide program, so our escapes are especially dangerous and must be stopped at all cost.
