I would start by making sure they are straight first. Straightening by welding on the tube on the top of a bow. If I put fighting close to original, I would look at an original auger and copy the weights. Someone on here probably has a cart like yours and could get you pictures? You can statically balance using the method above, but dynamically balancing is tough without proper equipment. Like I said, I would try to copy first and see how it works.
