Do you want the mix for forage in the spring or as a cover crop? Regardless, hairy vetch and cereal rye would work. Yes, you will have hairy vetch "hard" seed coming up for years to come but that is not a problem. If you have wheat you will need to spray it out but most use a herbicide anyway. It's not been a problem for most cover croppers. Or you could use crimson clover. Triticale has shown to be a better forage then cereal rye so that could be a consideration.
