Straw yield from barley is poor, especially with late planting. Planting date is best in late august-early September. It is not a good fit to your parameters.
Triticale will yield more straw than wheat, comparable grain, and similar seeding flexibility. I would look into growing some triticale to maturity, and some rye mowed before grain fill.
