Some thoughts that pop into my head - Plants go from sufficient to deficient in many nutrients throughout their life. They need a lot of a nutrient at a certain time and probably can't get enough in most environments and then the need for that nutrient goes way down and they are taking up much more then is needed.

Plants can't really go out and look for the nutrient they need. They can only take in what is available to them taking into consideration root mass, soil moisture, temperature, growth stage, nutrient levels in the soil etc.

Taking the above into consideration I wouldn't be too concerned with your results. A good data set has some positives and some negatives even on consistently positive products. You have such a small data set you can't "rationally" expect anything. You can want the product you are applying to show a response, but you shouldn't expect anything.

The following sentence was taken from a Nutrient Benchmark study in Iowa in 2011. Soil B test values also positively correlated with SOM (r2=0.17), suggesting that SOM supplies the majority of plant available B. Is it possible your tests are allowing variables other then Boron to effect the results? Is Soil Organic Matter consistent across your test?
