All these tests, including soil test will always have a limited amount of reliability because of other factors that can influence the chemical and biological processes in the soil. Soil is dynamic and the only constant about soil is that it is in a constant state of change.
Obviously the best practice would be a continuous monitoring of certain key processes in the soil and obviously that will never happen. These test are the best we have at the moment and still can be an effective tools for addressing potential nutrient deficiencies but we all need to realize the the margin of error is very high and we need to adjust the fertilizer applied with that in mind.
