I suspect the basis in Illinois is a function of producers' resistance to selling too cheap rather than the supply. The have been forced to raise the basis for corn here not because there isn't corn but producers just aren't interested in selling until it is absolutely clear how the summer weather is going to go. We've been repeatedly told that we're all idiots for holding out but I guess we'll all be idiots together.
But my thoughts are based more on my own personal feeling about selling too cheap too soon rather than any comprehensive data.
