On car/truck tires, my brother cuts up a couple dozen tires per day for quality control at work. He uses a Stanley folding pocket knife with utility knife blade. He can peal the sidewall out just like some can peal an apple in one piece. For tractor tires, we use a utility type knife to start a hole, then sawzall with multi-purpose blade to cut the side wall out.
