I know a guy that used to work north of Ridgecrest.  He said that he would lose GPS whenever a B2 would fly anywhere around him.  The signal from the GPS satellites is weak, and is not going to take much interference to jam.  Some of the most sophisticated military aircraft in the world are tested in your area, I do not think that there is a fix.
