Oh, that rings a bell for me, but it was a much older computer, W98 perhaps? It had itself stuck,in a repair loop like that.
About 20 tries and it knocked itself out of it, and in continued on with the repair and it was ok after that. Dumb luck or whatever, and likely doesn't relate to W8 anyhow.
