I can't answer your question with certainty, but a few years ago one of the schools in our town had the flooring tested for asbestos. All they did was scrape one of the tiles and test what scraped off, so I'm assuming it is on top or throughout the entire material. No idea if the glue they used would have asbestos in it as well though I would think not.
