Right-click "Format" on the flash drive in Windows Explorer and select either NTFS or Extended FAT as the file system.

FAT means "File Allocation Table", it's the original file system in Microsoft operating system. That's where we got the 8.3 file name convention. It was succeeded by FAT32, which has this 4GB file size limitation and also introduced a trick to support long file names. FAT32+ breaks the 4GB file size limit, just like Extended FAT does. The latter is more dedicated to flash drives and SD cards, but may not be recognized by your TV. I think it requires a license, and it has only been around since the mid 2000s, while NTFS exists since the mid 1990s.

NTFS (New Technology File System) first appeared in their enterprise versions of Windows (NT) and is now the default for all consumer versions too. NTFS stores more metadata about each file or folder, like which user owns it, who has the right to read or modify it, etc.
