I am not absolutely sure, but they should be bonded. I would assume (there's that word that means make an *** out of u and me.)they are audited for financial capabilities by the state. The problem lies in the auditors finding any red flags and acting upon them soon enough if there is a problem. The next problem is how long it may take to be paid.

Edit: A problem may be that the state may have that fund undervalued like they did in Il several years back when an elevator went under in IL.
