I always reverse our fans when running the sweep.  The fans do pull weed seeds, chaff, dirt, splits, and whatever else has worked its way to the floor into and over the holes.  If you've got a particularly dirty bin, or a nice layer of TWH seeds on the floor, you can take a broom and sweep an area clean and instantly see it pulling more dust down than the rest of the floor.  Seems like it would fill the area under your floor with dirt and debris a lot faster too.

I can't imagine trying to run a fan like this all the time, but I imagine every bin in every area is different.
