Don't know your location,but here I turn cattle out after first frost that lays the top three or four inches of the plant over. We farm mostly alfalfa and in the fall we have fields of alfalfa in all stAges of growth when the frost hits and none of it bloats cattle. IMO you are safe to turn them out. Been doing it 40 plus years and haven't had any bloat problems "here" in the fall. Springtime is a totally different story.
