Just fence off small enough strips that they don't get too much at once until they are used to it.

Agreed. I am not a dairy person but don't see why it would not work.  You do need good hot cross wire fences that can withstand some corn leaning on them.  Drive down the corn with a 4 wheeler or Ranger, put up cross wires in the tire tracks. Rebar posts and a big hammer work when the ground is frozen.

Key is to start slow. Always give them a limited amount of standing corn open. Obviously have good hay etc behind them. For dairy I would think you move the wire when the ears and husks are gone. Don't force them to eat the lower stalks.
