southern MN | Yea, I have avoided the upgrade from 7.x so far, so hate to try to advise, but on the 7.x, if you start in the general settings area, and scroll down to Safari click on it, there are options to clear or even reject cookies frequently, you would want to 'accept cookies but not from 3rd parties' if that is how it is still worded.
There may also be settings over in the 'privacy' area but foolish to speculate since I'm still on 7.x.
In general you want to set it up to allow cookies to remain on the iPad from trusted or primary web sites, but not from any old sideways web site that tries to place then here. And its good to flush out your cookies from time to time, but this will dump your passwords and so not fun to have it happen every day automatically.
They keep moving where those settings are located......
