Water in oil is almost always from a liner seal or a leaking head gasket or an expansion plug in the head. Oil in the water is a cooler 99% of the time. I would put in a cooler and see if it continues to get water in the oil. No mater what you do don't run the engine with water in it, it will wipe all the bearings out in very short order.
