but, don't the railroads have a "different" relationship with the gov't?? Such as, railroad workers don't collect social security, anti-trust laws, etc. That it is why the gov't can "control" or do things to railroads they can't do to other entities, or at least that is my take. So I don't think this is your average every day situation.
