I was able to do it using the following formula. The worst part about this is having to manually correct the date range for each month for 10 years. But after you have made the formulas for the first year, you can copy and paste them for the next year, then select those cells and do a "replace" for the 2004 with 2005, and so on.

=AVERAGEIFS(B:B,A:A,">=2004/09/01",A:A,"<=2004/09/30")
