Wi | If you actually download it, transferring the file is simple.
But to live stream it takes more work. There used to be an app called Air view that did this but it was pulled from the store. They have airplay now but I think it's only to put your iPhone on a TV. Not sure though, you could try it. It claims it streams over anything on the same wifi network.
If you have Hotspot enabled you could turn off data on your iPad and just use the Hotspot on your phone to stream the video on the iPad.
