Not sure about going up from high levels, but more often than not crop conditions in the first 2 Sept. reports go up by a percentage or 2. Some reason may be due to the fact that most time the heat finally breaks in the beginning of Sept and as crops mature, visual differences between good and bad crops become less and less.
