Open center systems are usually low flow. To run the planter it would be operating near max psi all the time. Also when a remote is activated it will shut the flow off to other functions. So if you had the vac running and lifted it likely would drop the seed off the plates.
You could put a pto pump on if using that tractor was mandatory
