Chances are the landlord doesnt want to make improvements,,,have the money or desire to do so. thats why he is selling on payments.
There are very few title problems that cant be fixed. You can probably BUY this house reasonable with a handful or two of 100 dollar bills aka CASH.
The way to get this house out of the scum living there time after time is to break the cycle.
Buy the property,,,rehab the house,,whatever it needs,windows, siding, hardwood floors, drywall smooth walls, pretty trim inside, new kitch and bath. All new paint etc. to make it 100% move in ready,,,wow factor,,,best in the neighborhood.
Sell it to a young professional couple with 2 kids,,,the all American family. Cash is back in your pocket and its a better neighborhood
